NECS/LIXI Conveyancing Data Standards Working Group Details
The NECS Conveyancing Transactions working group is developing a standard relating to the conveyancing transactions which will take place through the National Electronic Conveyancing System (NECS), when it is available. The parties to this standard will be all parties involved in conveyancing, including:
- lenders
- settlement agents
- conveyancers
- state revenue offices
- land registries.
NECS has outsourced the development of data standards to LIXI. The working group is developing business requirements for this standard, covering both industry and land registry needs, along with a vocabulary to support the requirements, aligned where possible to the LIXI vocabulary.See www.necs.gov.au to find out more about NECS,

What NECS Is
NECS is a single national facility providing for settling property transactions electronically, preparing and lodging instruments electronically with land registries and paying duty and other financial obligations electronically. It gives effect to the requirement for a common workspace and settlement procedure and a single sign-on for users in all jurisdictions.
NECS will not cover the whole of the conveyancing process such as vendor disclosure statements, preparation and exchange of contracts of sale, pre-settlement investigations, financing and loan documentation and examination and registering instruments once lodged with a Land Registry.
Why NECS has joined LIXI
NECS is a joint government and industry project. From local and overseas experience it is clear that effective engagement with all stakeholders is essential to delivering a system that meets user needs, is easy to use and is used. With this in mind one of the design principles for NECS is common format for transmission of data to and from users, Land Registries, Revenue Offices and industry.
NECS decided to work with LIXI because of:
- its standing in the mortgage industry
- the commonality between types of data and users
- similar philosophies which means that LIXI’s collaborative approach and facilitation techniques are of great benefit in bringing a disparate group of stakeholders together
- In the conveyancing environment with a large number of systems of varying age and sophistication wanting to communicate with the NECS, the use of a published data standard is essential.
- It will ultimately enable straight through processing
The NDS Working Group
The NECS Data Standards Working Group has approached its work of developing standards for discharges, transfers and mortgages to enable lodgment and registration in two tranches:
- communications between the NECS and the various land registries
- communications between the NECS and Subscribers
These draft sets of requirements are being reviewed by the Working Group to ensure internal consistency.
